LAKEPORT >> The woman alleged to have caused a deadly senior apartment fire in 2016 will face a preliminary hearing on September 7 in Lake County Superior Court . Tracey Renee Morales , 62, is charged with involuntary manslaughter and causing a fire that led to great bodily injury in a blaze that caused the death of Deborah Dianne Dowdy , 53, in Lakeport. Judge Stephen Hedstrom presided over a recent court appearance and set the matter for a long cause hearing. Investigators determined that Morales was smoking while using oxygen on the evening of August 21, 2016. The action ignited a fire that spread through the Lakeview Senior Apartments at 525 Bevins St. in Lakeport. Deborah Dianne Dowdy , 53, was found dead inside the complex.
