Hearing set in deadly 2016 apartment fire

LAKEPORT >> The woman alleged to have caused a deadly senior apartment fire in 2016 will face a preliminary hearing on September 7 in Lake County Superior Court.

Tracey Renee Morales, 62, is charged with involuntary manslaughter and causing a fire that led to great bodily injury in a blaze that caused the death of Deborah Dianne Dowdy, 53, in Lakeport. Judge Stephen Hedstrom presided over a recent court appearance and set the matter for a long cause hearing.

Investigators determined that Morales was smoking while using oxygen on the evening of August 21, 2016. The action ignited a fire that spread through the Lakeview Senior Apartments at 525 Bevins St. in Lakeport.

Deborah Dianne Dowdy, 53, was found dead inside the complex.

LPD Investigators and Fire Investigators from LFPD, assisted by investigators from Northshore Fire, Lake County Fire and CalFire, conducted a cause and origin and criminal investigation of the circumstances of the fire and Dowdy’s death.

Morales was not in custody and recently appeared at her disposition hearing. The preliminary hearing is scheduled for September 7 at 8:15 a.m. in a department to be announced.

The defendant is ordered to be present.

DUI case moves to jury trial

David Wayne Rank, Jr. will face a jury trial in a DUI accident that caused serious injury in June of last year.

The defendant appeared for a disposition hearing in Lake County Superior Court recently. With no resolution, a trial was set starting on October 4.

Rank is accused of driving recklessly on Soda Bay Road. East of Montezuma Way he lost control of his vehicle and smashed into an oncoming truck. Rank and his passenger were seriously injured.

There are also three violations of probations trailing this case, including cruelty to a dependent adult with an April 11, 2016 conviction, possession of a controlled substance with a March 7, 2016 conviction, and an assault with a deadly weapon — not being a firearm with likely great bodily injury, possession of a controlled substance and driving with a suspended license with a January 20, 2015 conviction.
