Historic preservation is not the bogeyman for finding cheap apartments in DC

Today's Post has an article, "The new housing market: Why it’s so hard to find a cheap apartment in Washington, D.C.," with this line about strategies for producing more and lower cost housing : In D.C., you could even ditch the large historic districts that make it extremely difficult to build anything substantial in many desirable neighborhoods. Too bad it's wrong.  (The article doesn't say all that much considering.) The reason that it's hard to find cheap apartments in DC, is that relative to demand, there is lack of inventory. But it's not because of historic districcts. It's because historically, DC had been a small city relatively speaking, and not an industrial city, which would have led to the construction of more and higher capacity apartment buildings and tenements. Seeking to meet demand, city expands tax exemption for multifamily housing

Hoping to tie a surging demand for more apartment units in Spokane with a desire for density, the Spokane City Council approved changes to a city tax law this week aimed at spurring construction of more multifamily housing structures . The changes to the Multiple Family Housing Tax Exemption expand the boundaries where the exemption can be used, and aligns the boundaries with land identified by the city to be prime for denser development. The changes also increase the income levels required under the exemption. “This will help us to continue building the city from the core out,” said Councilwoman Candace Mumm . The exemption applies to the construction or rehabilitation of a building that has four or more living units. Under the exemption, the land is fully taxed, but any new improvements related to housing are exempt from property taxes. After the exemption ends , taxes are paid on the property’s full value. At the end of May, the Appellate Division of the Supreme Court of New York issued a precedent-setting decision, upholding the eviction of a 69-year-old sick woman who was running a short- term rental business out of her rent- stabilized Greenwich Village apartment .   The 40-year resident was profiteering by subletting out her unit at 39 Fifth Avenue between West 10th and West 11th Streets to 93 different customers for 338 days over 18 months starting March 1 , 2011, court documents indicate.   Her rent, figured on a daily basis, was $57.80, but she was charging $95 per night for one person and $120 a night for a couple, far more than the legally permissible 10 percent lawful premium for subletting. Plans for a Chapter 40B development on Brick Kiln Road sparked tension between members of the Falmouth Zoning Board of Appeals and the public last Thursday, August 17, when some neighbors voiced concerns about the perceived negative impacts of having affordable housing in their neighborhood. The proposed rental development , named Brick Kiln Place , would include 20 units contained in 10 ranch- style duplex buildings on 3.66 acres of land. Developers John J. DeSangro and Dana J. Wessell of Northstar Construction, doing business as Northstar Place , LLC, submitted plans for the project in January. The proposed development is unofficially located at 123 Brick Kiln Road , and would sit between two residential subdivisions on Sophie Lane and Jamie Lane, built between 1960 and 2000. Zoning consultant Stephen O. They have a workout room, jacuzzi, pool and small business area with computers (no printer - they used to have and I wish they would replace it). It is a quiet building, with security guards and security cameras and doors so that is nice. It is very pretty in and out with no bug issues (I hate bugs! so this is major for me) The complaints about the peeling paint and general dirtiness in the stairwells has been true from time to time, but they eventually do clean and paint. We have had water run off issues in those areas, so it took a while to repair. The general upkeep is good overall. Everyone has always been very nice and friendly to me and all repair/maintenance issues are immediately addressed. You can hear people walking above, but that does not bother me. D.C. officials found that the house where they rented rooms had not been inspected and was not licensed for rental. Cities across the country grapple with how to detect illegal apartments, experts say. The fire that sent flames shooting through the roof of a three-story rowhouse near Dupont Circle started on the first floor, investigators found . An electrical short sparked in the landlord’s living room, and the blaze raced upward in the historic house. Four people were inside. Nina Brekelmans awoke in the burning building and called 911, according to a lawsuit filed by her family. Firefighters arrived minutes later, but by the time they were able to reach her and her housemate Michael McLoughlin , it was too late.
